Ras El Hekma is rapidly becoming one of the most significant development stories in Egypt’s real estate and tourism sectors. The scale and pace of construction are positioning the destination as a major future hub on the Mediterranean coast.

On September 8, 2026, Prime Minister Mostafa Madbouly inspected several developments within the UAE-backed Ras El Hekma project, highlighting the rapid progress being achieved on the ground. The visit included the Portaluna Hotel and the Wadi Yam development, both affiliated with UAE-based Modon Holding.

A Major Investment Partnership

Ras El Hekma represents a strategic partnership between Egypt and the UAE and forms part of Egypt’s broader strategy to attract international investment and develop new destinations along the North Coast.

The government has positioned the project as more than a seasonal coastal destination. Its long-term vision is to create an integrated city combining residential communities, tourism, hospitality, entertainment and services.

According to the latest government statements, the pace of construction is being viewed as an example of Egypt’s ability to attract major international investment and translate it into large-scale development projects.

Wadi Yam: A Major Component of Ras El Hekma

One of the developments reviewed during the Prime Minister’s visit was Wadi Yam, a large mixed-use destination that demonstrates the scale of the new city.

The project includes 13 residential communities, six hotels, two 18-hole golf courses, a 10,000-seat amphitheatre, a sports club, a 1.3-kilometre tourist promenade, a 2.5-kilometre beach, a coastal park and five lagoons.

Modon Holding also reported that more than 3,500 units have already been sold, reflecting strong demand for the project.

This combination of residential, hospitality and entertainment components is particularly important because it supports the vision of Ras El Hekma as an integrated destination rather than simply another summer resort.

Hospitality Is Becoming a Key Driver

Hospitality is another major part of the transformation.

During the visit, officials reviewed the Portaluna Hotel, a beachfront boutique resort operated under the Morgans Original brand through Modon Hospitality. The hotel is planned to feature 73 suites and seven restaurants, adding to the destination’s growing hospitality offering.

The expansion of hotels and tourism facilities could play an important role in attracting visitors throughout the year and supporting demand for surrounding residential and commercial developments.

Infrastructure Laying the Foundation

Large-scale real estate development requires infrastructure capable of supporting a growing population and increasing tourism activity.

The government is simultaneously developing infrastructure in the surrounding Shams El Hekma area. According to the Housing Ministry, drinking water, sanitation and road networks have been completed in the urgent Phase A, B and C areas, while electricity and lighting networks have also been completed and energised.

Infrastructure works are continuing in Area D, which covers approximately 1,400 feddans, with the sanitation network reported at 85% completion.

The acceleration of Ras El Hekma could have a wider impact on Egypt’s North Coast real estate market.

As new residential communities, hotels, entertainment venues and infrastructure are delivered, the area is expected to become increasingly attractive to homeowners, investors, tourists and businesses.
