Egypt Pushes for Stronger Regulation of the Real Estate Development Sector

Egypt is moving toward a new legal framework to regulate the real estate development market and strengthen governance, transparency, and buyer protection.
The proposed legislation includes establishing an Egyptian Federation of Real Estate Developers, which would help classify developers according to their financial and technical capabilities, establish professional standards, and contribute to dispute resolution.
One of the key proposals is requiring developers to maintain a separate bank account for each project, with customer payments used specifically for the relevant development. Spending would be linked to actual construction progress and approved project schedules.
The draft also proposes greater transparency by creating electronic registers containing developer information and classifications, allowing customers to access this information. Additional measures address advertising approvals, customer protection, and mechanisms for resolving disputes.
For Egypt’s real estate market, the proposed framework could create clearer standards for developers while giving buyers more information about the companies and projects they are considering. The legislation is still under discussion, with further consultations expected before the draft moves through the legislative process.
